Security for remote users

Good afternoon, everyone:

I have a question regarding security of servers on which the PFE resides, and into which remote users will be logging, as I am no computer expert, and haven't had to set up a rigorous security protocol for remote access before.  Does anyone out there have any advice on how to manage users' access to other software on a server?  Is it sufficiently strong enough a procedure to set up a general user login to windows and restrict access by assigning only user priveleges to only the programs I want users to have access ina Windows 7 setting?  I ask because I have this deep-seated 'itch' that managing security this way is woefully inadequate.  Thanks very much for you advice in advance.
